The essential needs of the Filipinos such as food, education, health, housing, recreation, safety and other social and cultural amenities, which the development programs aim to provide, cannot be realized without taking into account the size, composition and distribution of the population. It should be understood that population is the most important set of information for planning. It is the basis for determining the level of needs for public services like schools, health centers, recreational facilities, power, water, protective services, etc. Population creates local demand for goods and services affecting the level of economic activities in sustaining their viable existence in an area. The present and projected size of the population is an equally important input in assessing housing and other basic needs adequacy as well as calculating future demand. It also serves as a guide for allocating land for various uses [HLURB CLUP Guidebook Volume II (2007)].
Total Population and Average Growth Rate
The long wait is over. The National Statistics Office (NSO) liberates the country’s 2010 population count of 92.3 million which was made official through Presidential Proclamation No.362 on March 2012 — four years after the release of the 2007 Census of Population (POPCEN).
The results of the 2010 POPCEN revealed that the total population in the City of Santa Rosa has reached to 284,670 as of May 1, 2010 . This means that the recent total population count is 99,037 persons higher than in 2000. The increase in population size of the city is explained by the estimated annual growth rate of 4.37 percent for the periods 2000-2010.

The rate of population growth is at all times higher than the Philippines and Laguna Province’s average annual growth rates. The estimated annual population growth rate of the country and of the province (2000-2010) is 1.90 and 3.11 percent, respectively.
Total Population Enumerated in Various Censuses
Thirty five years ago, the population of Santa Rosa was only 47,639 persons. The population size is almost five times the population of the City of Santa Rosa in the 2010 actual census of population and housing (Figure 1). The enumerated upward sloping population data from various censuses through the years can be attributed with the favourable economic development brought by the private sector making Santa Rosa as an alternative location for businesses and residences other than Metropolitan Manila.
